Heather Parlier serves as the Senior Vice President of Operations at Dogwood Health Trust since July 2021, following roles as Vice President of Administration and Director of Human Resources. Previously, Heather was Vice Chancellor for Human Resources, Institutional Equity, and General Counsel at the University of North Carolina at Asheville, and held various positions at Columbia University, including Vice Provost and Associate Provost for Equal Opportunity and Affirmative Action. Early career experience includes serving as General Counsel and Chief of Staff at UNC Asheville and Associate General Counsel at City University of New York, with a focus on employment law and institutional compliance. Heather’s legal background encompasses advocacy for marginalized populations and contributions to significant civil rights projects. Heather earned a Juris Doctorate from the City University of New York School of Law and a Bachelor of Arts in English Language and Literature from the University of North Carolina at Chapel Hill.
