Paul Kingdon has a diverse work experience in the field of water management and engineering. Paul started their career with Llanelli Borough Council as an Engineering Technician in 1990. Paul then joined Carmarthenshire County Council and held various positions including Property Assistant, Assistant Engineer, Network Manager, and Senior Engineer. From 2012 to 2014, they worked as a Change Management (Secondment) at Carmarthenshire County Council. Currently, they are working at Dŵr Cymru Welsh Water where they have held positions such as Catchment Manager, Head of Wastewater Networks, and currently as the Head of Wastewater Treatment. Paul has demonstrated expertise in managing operational areas, achieving regulatory compliance, and optimizing efficiency within budgetary targets.

Paul Kingdon began their education at Bryngwyn Comprehensive from 1983 to 1988, where they did not receive a degree. Paul then pursued a National Diploma in Construction Management at CCTA Ammanford from 1988 to 1990. Following this, Paul attended Swansea University from 1990 to 1992 and obtained a Higher National Certificate in Civil Engineering. In 2009, they enrolled at The University of Wales and completed a Bachelor of Science (BSc) in Construction Management from 2009 to 2011. Paul furthered their education at the University of Wales, Trinity St Davids from 2012 to 2013, earning a BSc (Hons) 1st Class degree in Construction Management & Technology. Lastly, in 2019 to 2020, they attended Cranfield School of Management and completed the General Management Programme.
