Merle Maigre

Head of Competence Center at e-Governance Academy

Merle Maigre is the current Programme Director of Cybersecurity at e-Governance Academy. Prior to this, they served as a Board Member of the Estonian Information Security Association (EISA) from November 2019 to September 2020. Merle was also an Executive Board Member of The CyberPeace Institute from October 2019 to August 2022.

From September 2018 to September 2020, Maigre was the Executive Vice President for Government Relations at CybExer Technologies. From September 2017 to August 2018, they served as Director of the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE).

Maigre began their career as a Policy Advisor at NATO from July 2010 to July 2012. Merle then served as a Researcher at the International Centre for Defence and Security (ICDS) from August 2007 to June 2010. In August 2012, they became a Security Policy Adviser at the Office of the President, where they served until August 2017. From October 2005 to July 2007, Maigre served as the Deputy Head of the NATO Liaison Office. Merle began their career in September 2000 as a NATO department in the Ministry of Defence of Estonia.

Merle Maigre has a Master of Arts in War Studies from King's College London, a Diploma of Studies in International Relations and Affairs from The Johns Hopkins University - Paul H. Nitze School of Advanced International Studies (SAIS), a Bachelor of Arts in Theirtory from University of Tartu, and a Bachelor of Arts in International Studies from Middlebury College. Merle also has an International Programme from Sciences Po.

Merle Maigre reports to Hannes Astok, Executive Director. They work with Tõnis Mäe - Senior Expert on Digital Transformation, Marit Lani - Programme Director of Smart Governance, and Kristiina Laanest - Legal Advisor. Some direct reports include Elsa Neeme - Senior Cybersecurity Expert, Epp Maaten - Project Team Leader, Cybersecurity.
