Dr. Scott Fritz has been the Chief Executive Officer for the Early Learning Coalition of Orange County since July 2022. As CEO, Scott leads a staff of more than 60, two key contractors, and over 600 early care and education providers to appropriately invest over $90 million in state, federal and local funding to benefit Orange County’s youngest citizens.

Prior to joining the Early Learning Coalition of Orange County, Scott served as Superintendent of Volusia County Schools. As CEO for a school district of 63,000 students and 8,100 employees, he oversaw an annual budget of 1.1 billion and was responsible for the operations of 85 schools. Among his many accomplishments during his tenure, Fritz expanded the district’s VPK (voluntary pre-kindergarten) programs to ten sites (with all outperforming the state average readiness rate), raised graduation rates from 84% to 91.9%, and increased the district’s accreditation score by 117 points. In 2021, he was named among the top 19 Superintendents to Watch by the National School Public Relations Association.

Fritz is a 30-year veteran of public education who also worked for the Osceola County and Orange County School Districts, where he held roles of increasing responsibility, including assistant superintendent, academic officer, chief of staff and senior executive. He began his professional career with Hillsborough County Schools in Tampa, Florida, as a paraprofessional at the Children’s Home Network, serving at-risk children and families. Following that, he served as an exceptional education teacher and a school principal before moving into district leadership positions in Central Florida. Fritz earned doctoral and specialist in educational leadership degrees from Nova Southeastern and the University of Central Florida, respectively, and holds a Master of Science Degree in Varying Exceptionalities and Bachelor of Arts Degree in Sociology from the University of South Florida.
