Howard Chang has extensive work experience in the energy industry. Howard worked at East Bay Community Energy as the President and Chief Operating Officer, overseeing power distribution for over 1.7 million people. Prior to that, they worked at Sol Systems as the Senior Director of Utility Origination & Development. Howard also held various positions at SunEdison, including Director of Development & Performance Engineering, Director of Operations, Partner Development, Chief of Staff for the North America Region, and Project Finance & Commercial Management in the Solar Leadership Program. Howard also worked as a Research Assistant at Yale's Center for Business and the Environment. Additionally, they gained experience at EnerNOC in Utility Solutions, at GE Energy Financial Services in Venture Capital and Renewables Portfolio, and at J.P. Morgan Investment Bank in Corporate Structuring & Solutions, Strategic Planning & Analysis, and Internal Consulting Services.
Howard Chang attended The Johns Hopkins University from 2000 to 2004, where they earned a Bachelor's degree in Economics with Honors. Howard then pursued further education at Yale School of the Environment from 2009 to 2012 and obtained a Master's degree in Environmental Management. Concurrently, they also attended Yale School of Management during the same period, where they completed a Master of Business Administration (M.B.A.).

East Bay Community Energy (EBCE), is the local public electricity supplier in Alameda County and in the City of Tracy. EBCE is providing clean, green energy at low rates to our 635,000 customers. EBCE reinvests earnings back into the community to create local green energy jobs, local programs, and clean power projects. EBCE member cities include Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, Stockton, Tracy, and Union City. The unincorporated areas of Alameda County (including Ashland, Castro Valley, Cherryland, Fairview, San Lorenzo, and Sunol) are also served by EBCE.
