Michael Quiroz is a Senior Regulatory & Data Analyst at Ava Community Energy since October 2022, with prior experience as a Regulatory Analyst in various capacities. Michael worked at Guidehouse as an Energy, Sustainability, and Infrastructure Consultant, focusing on utility rate cases and data analysis using Python, R, and GIT. An Environmental Economics Researcher at UC Berkeley, Michael authored a thesis on the impacts of California's net energy metering policies. Earlier roles included an Energy Analyst Intern at Ascend Analytics, a Project Manager at BEACN, and an Associate Consultant analyzing solar panel systems, among others. Michael holds a B.S. in Environmental Economics and Policy from UC Berkeley, with minors in Energy & Resources and Data Science.

East Bay Community Energy (EBCE), is the local public electricity supplier in Alameda County and in the City of Tracy. EBCE is providing clean, green energy at low rates to our 635,000 customers. EBCE reinvests earnings back into the community to create local green energy jobs, local programs, and clean power projects. EBCE member cities include Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, Stockton, Tracy, and Union City. The unincorporated areas of Alameda County (including Ashland, Castro Valley, Cherryland, Fairview, San Lorenzo, and Sunol) are also served by EBCE.
