Eastern Municipal Water District
A board member since January 1995, David J. Slawson has served two terms as Board President, first from January 2007 to January 2009, and second from January 2017 to January 2019. Both a licensed Professional Land Surveyor and licensed California Attorney, he is a former member of the California Department of Consumer Affairs’ Board of Registration for Professional Engineers and Land Surveyors.
He is president of Winchester Associates, a civil engineering and land surveying firm. A longtime resident of Moreno Valley, Mr. Slawson is a board member of the Moreno Valley Chamber of Commerce, and a former Moreno Valley city planning commissioner.
Mr. Slawson represents EMWD on the board’s Executive Committee as well as the Operations and the Engineering Committee. He also serves as liaison with Western Municipal Water District, an alternate representative to the Western Riverside Council of Governments, and the chair for Santa Ana Watershed Project Authority.
His EMWD board term expires in January 2023.

Eastern Municipal Water District
Authorized under the Municipal Water District Act of 1911, EMWD's duties and responsibilities are further delineated in the California Water Code. In 1951, EMWD was annexed to The Metropolitan Water District of Southern California (MWD).
