Juan Otero is currently a board member at Easterseals. Prior to that, they served as the director for the Economic Development and Commerce Committee at the National Governors Association from January 2005 to January 2007. In this role, they were responsible for managing and implementing the legislative agenda of the nation’s governors in all areas relating to state economic development and commerce. This included telecom regulations, consumer protection, state-wide and local franchising, telecom taxation, cell tower and land use, broadband deployment, universal service and e-rate funding, spectrum policy and interoperability implementation, financial services issues including federal taxation, banking and insurance preemption/regulations, transportation and critical infrastructure issues including air and rail, research funding and international trade policy. Juan also served as the lead advocate/negotiator with congressional committees and the administration on legislative priorities for Governors. Juan's duties included developing briefings and materials, drafting testimony, advocacy statements and letters, and building coalitions of other public interest groups and business interests to promote legislation favorable to governors and the states. In addition, they managed the policy development process of the nation’s governors through intensive facilitation and consensus building program with governors’ 'staffs, state executive branch associations and all relevant stakeholders. Juan was also the primary NGA contact on commerce issues with all facets of the media, national associations, the private sector and academia. Juan managed lobbying associates and administrative staff.
Juan Otero attended American University, where they received a Master of Public Administration (M.P.A.). Juan then went on to Cardozo School of Law, where they received a Juris Doctorate.
