Mr. Cardenas is president and a shareholder of Moreno Cardenas Inc. a multi-discipline engineering and construction management firm with offices in El Paso and San Antonio. During his career Mr. Cardenas has been responsible for major engineering projects throughout west and central Texas and southern New Mexico in water resources; transportation; utility and industrial infrastructure; site development; stormwater conveyance and flood control; and, capital program management. Moreno Cardenas Inc. was selected by El Paso Water Utilities in 2001 as the prime consultant for the planning, design and construction management of the world’s largest inland desalination plant. Mr. Cardenas served as the project/program manager for this $91.0 million facility named after Texas Senator Kay Bailey Hutchison located east of El Paso International Airport. Planning and design for the desalination plant and ancillary facilities commenced in 2001 with start-up and commissioning completed in 2007. The project was awarded the top engineering project in the country by the American Academy of Environmental Engineers and also received the Eminent Conceptor Award by the American Council of Engineering Companies – Texas (ACEC-TX), the highest ranked engineering project in Texas. Both awards were received in 2008.
