Shelagh Defelice

Director IT Governance at Element Fleet Management

Shelagh DeFelice has extensive work experience in various IT roles. Shelagh started their career in 1986 as a Technical Specialist at The St. Paul Companies (formerly USF&G Insurance), where they developed, tested, and maintained a 3-tier Claims system. Shelagh also served as a Technical Liaison on a Claims project, coordinating with different groups.

DeFelice then joined the Social Security Administration in 1999 as a Computer Specialist. Their responsibilities involved designing, developing, testing, and maintaining applications using VB, Smalltalk, DB2Connect, and SQL. Shelagh also developed and maintained a 2-tier Online Correspondence system utilizing Visual Basic 5.0.

In 2000, DeFelice worked as a Senior Application Specialist at Ociter Enterprises. Shelagh consulted with various companies, meeting with clients, designing, developing, and testing code. Shelagh also worked onsite with employers to implement the final products.

From 2002 to 2011, DeFelice served as a Consultant, IT App Development at Nationwide Better Health (formerly Futurehealth). Shelagh led and managed an IT Application Development team and served as a technical programming consultant on large-scale projects. Shelagh also acted as the technical lead for developers and DBAs on a new development project for a third-party vendor.

In 2011, DeFelice joined General Dynamics Information Technology as a Principal Systems Analyst. Shelagh designed, documented, tested, and maintained MedCapture applications systems using an Agile framework. Shelagh also worked closely with QA testers, developers, and QA to ensure user satisfaction and technical compatibility.

Currently, DeFelice is working at Element Fleet Management since 2013. Shelagh held the roles of Director Application Development and Director IT Governance. The details of their responsibilities in these roles are not provided.

Shelagh DeFelice holds a Bachelor of Science degree in Pre-Law from the College of Notre Dame. Shelagh also pursued Japanese Studies at Nanzan University and Policy Sciences at the University of Maryland Baltimore County. In terms of additional certifications, Shelagh obtained the ITIL Foundation Level certification from PeopleCert in 2020 and the Project Management Professional (PMP) certification from the Project Management Institute in October 2011.
