Raquel Pena is a seasoned professional with extensive experience in healthcare project management and operations. Currently serving as the Director of the Dual-Eligible Initiative at EmblemHealth since January 2020, Raquel previously held various leadership positions at MAXIMUS from January 2004 to January 2020, including Project Director, Deputy Project Manager, Senior Operations Manager, and Community Relations Manager. In these roles, Raquel managed compliance with Medicaid contracts, oversaw operational departments, expanded program activities across multiple regions, and ensured excellence in community outreach. Raquel holds a Master of Public Administration from Baruch College and a bachelor's degree from Fordham University.
