Sarah Swain, MSW, currently serves as the Managing Director of Program Strategy and Innovation at EMERGE since September 2022. Previously, Sarah held the position of Deputy Director of Innovation & Engagement for the Harris County Precinct One Commissioner Rodney Ellis, where responsibilities included building a new subdivision focused on innovation and engagement. Sarah has extensive experience at BakerRipley, progressing from Manager of Program Design to Director of Design & Innovation, overseeing teams and leading initiatives in socioeconomic mobility, health, wellness, and disaster recovery. Sarah also contributed to academia as an Adjunct Faculty member at the University of Houston and has a history of grant management and evaluation, highlighted by a role at Literacy Advance of Houston. Sarah holds a Bachelor of Business Administration in Marketing from Texas A&M University and a Master of Social Work from the University of Houston.
