Joy Turtola

Joy Turtola is an experienced workforce development professional currently serving as Workforce Development Manager at Energy Trust of Oregon since August 2024, focusing on creating a diverse trade ally network for clean energy solutions. Prior to this role, Joy managed career-technical education and social science programs as Pathway Dean at Portland Community College from January 2022 to February 2024, overseeing a substantial budget. Joy also directed a federally-funded workforce development initiative at Mt. Hood Community College from January 2017 to January 2022, aimed at supporting unemployed individuals.
