Phil Davies has a diverse work experience in the field of safety, security, and event management. Phil is currently serving as the Head of Safety and Security at the England & Wales Cricket Board (ECB) since May 2020. Prior to that, they held the same position at the ICC Cricket World Cup 2019 from February 2018 to May 2019. From February 2017 to February 2018, Phil worked as the Venue Security Manager at the ECB. Before that, they gained valuable experience as an Operations Support Inspector at Lancashire Constabulary, where they were responsible for event planning, management, and security for large-scale public events. Phil also served as a police football match commander and a Counter Terrorism Security Coordinator during their tenure at Lancashire Constabulary.

Phil Davies attended Sir John Dean's Grammar School in Northwich from 1975 to 1982. During this time, they did not earn a specific degree or pursue a field of study. In 1982, they enrolled at UCL and completed their Bachelor of Science (BSc) degree in Chemical Engineering in 1985. Following their formal education, Phil Davies obtained additional certifications. In January 2022, they became a Full Member of The Security Institute. Additionally, in February 2022, they achieved Full Membership in The Institute of Strategic Risk Management.
