Senior Technical Expert, Measuring Impact II at Environmental Incentives

Elma is a Senior Associate for Environmental Incentives, supporting the finance and operations of the International Practice Area. She also serves as the Deputy Chief of Party of Operations and Finance for the USAID Measuring Impact II project.

Elma brings seven years of international development, program management, and operations experience to Environmental Incentives. Previously, Elma served as a Project Manager for Chemonics International Inc, directly backstopping more than seven USAID projects that spanned economic growth in Europe and Eurasia to global health and supply chain sectors in Southern Africa. Prior to this, Elma worked with the U.S. State Department Bureau of International Organization Affairs, and with the University of Maryland Center for International Development and Conflict Management.

Elma is passionate about identifying operational efficiencies, leveraging sound project administration for maximum technical impact, capacity building, stakeholder engagement toward common goals, and identifying and rectifying bottlenecks to move the needle on key development objectives. Having worked in a variety of technical sectors, Elma is glad to focus on biodiversity, conservation, and adaptive management programming for Environmental Incentives.
