Bill Phillips

Co-Founder, President & CTO at EPIC Neuro

Bill has over 20 years of industry experience as an engineer, manager, CTO, and CEO of medical device companies. Bill co-founded NeoSync, Inc., a medical device company designing a non-invasive low-intensity trans-cranial magnetic stimulation (TMS) device for treatment of major depression. He raised over $13M and completed a clinical trial for 510(k) clearance. Before that, Bill served in a position managing the implant hardware group at Cameron Health, an Orange County company that designs and manufactures a novel Class-III implantable defibrillator. In 2006, he co-founded Nanostim, Inc., a medical device startup designing a novel implantable pacemaker. He left that company to pursue NeoSync. He has experience bringing medical devices from conception to pilot build, design verification, clinical trial validation, and FDA submission. He received his PhD in Electrical and Biomedical Engineering at the University of Southern California. His dissertation focused on functional brain mapping using EEG. Bill has experience in a variety of leadership situations, including four years as an officer in the US Marine Corps, which involved commanding a tank platoon during the 1st Gulf War.
