In 1978, they earned a Bachelor of Arts degree in Political Science with a specialization in Budget and Finance from the University of Florida. Susan continued their education at the same university and obtained a Master of Public Administration (MPA) degree with a focus on Public Administration and Human Resource Management in 1982.

Susan then pursued a Certificate in Economic Development from the University of Oklahoma from 1986 to 1989. In 2005, they attended Harvard University and gained a Certificate in Senior Executive in State and Local Government.

In 2014, Susan briefly attended the University of California, Berkeley's Goldman School of Public Policy, where they studied Environmental Public Policy.

From 2017 to 2020, they enrolled at the Church Divinity School of the Pacific and completed their Master of Divinity (MDiv) degree in Religion and Religious Studies.

Most recently, in 2019, Susan engaged in the Clinical Pastoral Education program at the University of California, San Francisco.
