Roy Elmer

Roy Elmer is an experienced leader in the field of technology and data transformation within local government. Currently serving as the Enabling Technology Programme Lead at Essex County Council since October 2021, Roy focuses on delivering technology change to enhance data, automation, and efficiency. Previously, as the Business Partner for Data Transformation at Essex County Council, Roy supported effective intelligence-led decision-making. Roy has also held positions such as Independent Safeguarding Advisor at Scope, Head of Policy and Programmes at the East of England Local Government Association, and Head of Insight and Intelligence at Suffolk County Council, among others. Roy holds a PG Diploma in English Literature from Anglia Ruskin University and a Bachelor's degree in English and History from the University of East Anglia.
