Legal Adviser To Head Of Mission/head Of Legal Section (eulex) at EULEX Kosovo, European Union Rule of Law Mission

Paul Flynn is a seasoned legal professional with extensive experience in international law and criminal prosecution. Currently serving as the Legal Adviser and Head of Legal Section for EULEX Kosovo since August 2015, Paul provides pivotal legal expertise to the Head and Deputy Head of Mission, while also managing and directing the Legal Office's operations. Previous roles include Prosecution Manager for EULEX Kosovo, Special Prosecutor at the Office of the Special Prosecutor of Kosovo, and Legal Coordinator/Investigator at the International Commission Against Impunity in Guatemala. Paul has held several key prosecutor positions with a focus on war crimes and organized crime across various international jurisdictions, including the United Nations International Criminal Tribunal for the Former Yugoslavia and the Special Court for Sierra Leone. Paul holds a Solicitor degree and multiple certificates in human rights, European law, and project management.

EULEX Kosovo, European Union Rule of Law Mission

EULEX Kosovo was launched in 2008 as the largest civilian mission under the Common Security and Defence Policy of the European Union. EULEX’s mission is to support selected Kosovo rule of law institutions on their path towards increased effectiveness, sustainability, multi-ethnicity and accountability, free from political interference and in full compliance with international human rights standards and best European practices. Within EULEX’s current mandate, which covers the period until 14 June 2023, the Mission undertakes monitoring activities and has limited executive functions.
