European External Action Service
Julien Bourtembourg has extensive experience in international relations, particularly within the European External Action Service, where roles included Deputy Head of the Belarus, Moldova, Georgia, Armenia & Azerbaijan Division and Deputy Head of the Eastern Partnership, Regional Cooperation & OSCE Division, managing aspects of Eastern Europe and Central Asia from January 2009 to February 2023. Previous positions included Counsel and Coordination/Information Officer at the EU Delegation to the UN in New York, focusing on human rights and social affairs. Julien also served as an International Relations Officer at the European Commission's DG HOME, concentrating on external security and rule of law from January 2011 to January 2013.
