Michael Siebert has extensive work experience in foreign affairs and diplomacy. Michael started their career in 1984 as a Teacher for German as a foreign language at Lycée Marcel Roby. In 1986, they became a Correspondent for Cultural Affairs at Welt. Michael then joined the Auswärtiges Amt (Federal Foreign Office) Germany in 1989, where they held various roles such as Desk Officer for Nordic Countries and Deputy Consul General of Germany. In 2002, they joined the Bundeskanzleramt (German Federal Chancellery) as the Deputy Head of Division for Central, Eastern, South Eastern Europe, Caucasus, and Central Asia. Michael rejoined the Auswärtiges Amt in 2006 and held multiple positions, including Head of Division for Cultural and Media Relations with Asia-Pacific, Africa & Latin America, and Commissioner for Eastern Europe, Russia, the Caucasus and Central Asia. From 2012 to 2016, Siebert served as the Consul General of Germany. In 2016, they became the Head of Division for the Caucasus and Central Asia. In 2018, they were appointed as the Commissioner for Eastern Europe, Russia, the Caucasus, and Central Asia. Currently, Siebert is the Managing Director for Russia, Eastern Partnership, Central Asia, Regional Cooperation, and OSCE at the European External Action Service.

Michael Siebert received their Abitur (University Entry Examination) from Helmholtz-Gymnasium in 1977. Michael went on to attend The University of Bonn from 1977 to 1980, earning a State Examination in History & French Language and Literature. In 1979, they studied French Language and Literature at Université Toulouse - Jean Jaurès for one year. From 1980 to 1984, they returned to The University of Bonn to pursue a State Examination in History & French Language and Literature, along with studies in the theory of education, state and international law. In 1987, Michael enrolled in the Diplomatic Academy of the German Federal Foreign Office, where they completed the Second State Examination in Diplomacy, International Relations, International Law, History, Economy, and Consular Affairs. Additionally, in 1987-1988, they attended ENA - Ecole nationale d'administration. There is no information available regarding the degree obtained at ENA.
