Andrei Belkavets

Chief Investment Officer at Eurotorg

Andrei Belkavets is the current Chief Investment Officer at Eurotorg. Prior to this, they served as the Deputy Minister of Finance for Belarus from November 2018 to September 2020. In this role, they were responsible for managing the nation's debt, insurance, and security markets. From January 2017 to November 2018, Belkavets served as the Head of Public Debt Department for the Ministry of Finance of Belarus. In this role, they oversaw the nation's public borrowings, state guarantees, and bonds. Prior to that, from September 2013 to December 2016, they served as the Head of Financial Institutions for JSC Development Bank of the Republic of Belarus, where they managed the financial institutions and international business departments. From March 2003 to September 2013, Belkavets served as the Deputy Chief of Public Debt Department for the Ministry of Finance of Belarus, where they led the front office. Prior to that, they served as an Economist First Grade for State Treasury from July 2002 to March 2003.

Andrei Belkavets has a master's degree in economics from the Belarusian State Economic University. Andrei also has a diploma in international relations from the Akademija Kiravannja pry Prezidence Respubliki Belarus'. Additionally, they have a diploma in English from the Minsk State Linguistic University and a diploma in law from the Belarusian State Economic University. Finally, they have a BBA in economy from the Belarusian State Economic University.
