Anne Segrest McCulloch has a diverse work experience spanning several industries. Anne Segrest is currently the EVP, Chief Legal Officer and Corporate Secretary at the Federal Home Loan Bank of San Francisco. Prior to this, they served as a Board Member at Cinnaire. From 2017 to 2021, they held the position of President and CEO at the Housing Partnership Equity Trust, where they were responsible for managing affordable rental housing properties and developing investment strategies. Before that, they worked at Fannie Mae as the SVP of Credit and Housing Access. At Fannie Mae, they led initiatives to expand access to mortgage credit and affordable housing. McCulloch also has experience in the public sector, having served as a Senior Advisor at the US Department of Housing and Urban Development and in various roles at the Resolution Trust Corporation/FDIC. Anne Segrest started their career as an Associate at Gordon & Barnett, where they practiced trial and appellate litigation and provided legal advice on non-profit governance.

Anne Segrest McCulloch obtained their Bachelor of Arts (BA) degree in American Studies from Tulane University from 1975 to 1979. Later, they attended Tulane University Law School from 1982 to 1984, earning a Doctor of Law (JD) degree. Anne Segrest also holds additional certifications, including the Women's Director Development Program from Kellogg School, Northwestern University, obtained in November 2013. Additionally, they obtained a license to practice law in the District of Columbia from the Bar Association of the District of Columbia in 1987, and a license to practice law in Louisiana from the Louisiana State Bar Association in 1985.
