Donald (Don) Foucher is an assistant vice president in the Financial Support Office (FSO) headquartered at the Federal Reserve Bank of Boston where he leads the Program and Service Management function. He is responsible for establishing consistent program and project management practices across the FSO, improving the FSO’s ability to manage resources and customer demand, improving the ability to respond to emerging business capabilities, and effectively managing program-related and ongoing communications.
Prior to this role, he was an assistant vice president in the Stored Value Card department where he had management responsibility for the Stored Value Card transition of the Navy Cash program from JPMorgan Chase. Don has been with the Boston Fed in various management and technical positions since 1996, holding positions with increasing responsibility in departments including Business Technology Solutions, the Invoice Processing Platform, and Stored Value Card. Don has over 30 years of information technology experience including academic and professional certifications in project management and information security. His technical experience has involved systems and database administration, networking, and software development.
Don holds a bachelor’s degree in business administration from Emmanuel College and a graduate certificate in program management from Villanova.
