Phil Watts CISA, CISSP serves as the Vice President of Technology Risk Supervision at the Federal Reserve Bank of Richmond since April 2022, leading initiatives in technology and cyber supervision across the Federal Reserve System. Previously, from January 2020 to March 2022, Phil was the Large Bank Coordinated Portfolio Activities Section Lead at the Board of Governors of the Federal Reserve System, managing operations for large bank examinations and co-chairing cybersecurity reviews. Phil's extensive experience at the Federal Reserve Bank of Richmond from 2002 to 2020 includes roles as Assistant Vice President, Principal Examiner, and Risk & Policy Unit Team Leader, where leadership in operational risk and compliance analysis was demonstrated. Earlier career experience includes positions as a National Bank Examiner at the Office of the Comptroller of the Currency and a Safety and Soundness Bank Examiner at the Federal Deposit Insurance Corporation. Phil holds a Certificate of Graduation from the University of Colorado Graduate School of Banking and a BS in Business Finance from the University of North Carolina at Charlotte.
