M. Bukar Usman attended Central Primary School, Chibok from 1964 to 1970 and completed his Secondary School Education at Government Secondary School, Bauchi in 1976. He attended University of Maiduguri, where he obtained his B. A. and M. A. Degrees in History in 1981 and 1984 respectively.

After completing his National Youth Service Corps at Ife-City College, (defunct Oyo State), he took up appointment as Graduate Assistant in the Department of History, University of Maiduguri in 1982. Upon successful completion of his Master Degree and promotion to the rank of Assistant Lecturer, M. Bukar Usman joined the Administrative Cadre of the University where he began his career as University Professional Administrator in 1985. He rose through the ranks from Administrative Officer in 1985 to Deputy Registrar in 2003 and Director (Human Resources) in 2016.

As an Administrative Officer, he was posted to Modibbo Adama College, Yola when it was merged to the University of Maiduguri as Administrative Officer in charge of the Office of the Deputy Vice-Chancellor. He discharged his duties so well and was posted back to Maiduguri to Head the Office of the Vice-Chancellor. As a result of his knowledge, wisdom, hard work and calm disposition particularly on issues involving Students and Staff, he actively participated in resolving volatile issues both as a Staff in the Registry, as well as that of the Vice-Chancellor’s Office. He played a major role in the harmonious relationship that existed between the two arms of Administration in the University, which earned him successive promotions from Administrative Officer in 1985 to Principal Assistant Registrar in 1991.

M. Bukar Usman was seconded to the National Institute for Policy and Strategic Studies (NIPSS) Kuru, as the Special Assistant to the Director-General. While at NIPSS, he managed very well issues and affairs of Staff and Participants of the Senior Executive Course, welfare and security, to the satisfaction of the Board of Governors of the National Institute (NI), that he was promoted to the rank of Deputy Director in 1996, an equivalent position of Deputy Registrar in the University system.

In spite of pressure put on him to continue serving the National Institute after putting in seven years, M. Bukar Usman returned to the University of Maiduguri to continue his career in University administration. While in University of Maiduguri, he served in virtually all the Divisions and Units in the Registry including the Faculty Office and Secretary to the School of Postgraduate Studies of the University. He interacted very well with the entire University Community and because of his loyalty, honesty, courage and firmness on matters of principle; he earned the respect and admiration of both Administrative and Academic Staff. As a taste of his popularity, he was overwhelmingly elected two (2) times consecutively, from 2005 to 2013 into the Governing Council of University of Maiduguri, on the platform of Congregation.

M. Bukar Usman was offered Sabbatical appointments by many Nigerian Universities. These include, Nigeria Turkish Nile University, Abuja, Yobe State University, Damaturu and Jigawa State University, now Sule Lamido University, Kafin Hausa, Jigawa State. He however chose and served the young Sule Lamido University, Kafin Hausa between 2014-2015 so as to help establish the 39th State University and 129th in the Nigerian University system at that time. He was appointed as second Registrar, Federal University Dutse and assumed duty on 15th February, 2017.
