Philipp Lüscher has extensive work experience in the field of financial market regulation and legal expertise. Philipp started their career in 2004 as a Legal Officer at the Swiss Financial Market Supervisory Authority (FINMA), where they worked in the Exchanges/Markets Department until 2007. From 2007 to 2011, they served as a Legal Counsel at Baloise Group.
In 2011, Lüscher joined FINMA again, this time as a Team Head in the Investigations of authorised activities and market transparency division. In this role, they conducted investigations within regulated institutions, handled stock exchange disclosure issues, and managed appeal proceedings in takeover matters.
In 2016, Lüscher was promoted to the position of Department Head and Deputy Head of Division in the Investigations Enforcement Division at FINMA. Philipp was responsible for enforcing compliance within regulated institutions, investigating unlicensed activities, and market abuse. Additionally, they served as a single point of contact for Swiss criminal law enforcement in legal assistance matters.
Moving forward, in 2022, Lüscher became the Head of Legal Expertise in the Insurance Division at FINMA. In this role, they provided expertise to supervision teams regarding insurance law and related legal aspects of Swiss financial markets law. Philipp also took on the responsibility of conducting authorisation and registration proceedings for insurers and insurance intermediaries.
Most recently, in 2023, Lüscher was promoted to the position of Head of Legal Expertise, Authorisation, and Registration in the Insurance Division at FINMA. As the department head, they led a team of experts and provided legal expertise on insurance law to FINMA's supervision teams. Philipp also oversaw regulatory and operational projects within the division.
Philipp Lüscher's education history begins in 1992 when they attended the University of Basel, where they obtained a lic. iur. degree in Jurisprudenz in 1998. In 1993 and 1994, they also studied at the University of Geneva, although it is unclear if they obtained a degree during this time. Following their undergraduate studies, Philipp took the bar exam at Appellationsgericht Basel in 2001.
In 2002 and 2003, Philipp pursued a Master of Laws (LL.M) degree at The University of Hong Kong.
In terms of certifications, Philipp obtained a CAS Datenschutz & Datensicherheit from HWZ Hochschule für Wirtschaft Zürich in December 2020. Philipp also completed a Führungsseminar II from Eidgenössisches Personalamt EPA in June 2019, and a Strategien nachhaltig verwirklichen program at Universität St.Gallen in June 2016. In 2012, they participated in a Führungsseminar I at Eidgenössisches Personalamt EPA. Additionally, Philipp obtained a certification in Finanz- und Rechnungswesen für Juristen from Hochschule Luzern in 2005, and a Trader Examination from SIX Group in the same year. The specific months for the completion of the Fit for Finance program and the Trader Examination are not provided.
