Paul Madison

Chief Counsel at First Responder Network Authority

Paul Madison is an attorney with over 32 years of experience in both private practice and the government. Prior to joining FirstNet, Mr. Madison spent 15 years as a partner in the telecommunications practice groups of the law firm of Kelley Drye & Warren LLP. Mr. Madison has significant experience in advising businesses, drafting and negotiating contracts (in particular in the telecommunication and technology arena), and is an accomplished telecommunication attorney with an emphasis on wireless. Mr. Madison was the principal author of the petition for rulemaking at the center of the FCC’s millimeter wave proceeding, which established an entirely new fixed wireless services operating above 70 GHz. Mr. Madison authored “Commercial Mobile Radio Carriers Are Entitled to Compensation for Call Termination,” CommLaw Conspectus, 1996. Mr. Madison joined FirstNet in 2014, and was named Deputy Chief Counsel in 2015. He is a member of the DC and VA Bars.
