Rene Orellana Halkyer

Rene Orellana Halkyer currently serves as Subdirector General y Representante Regional de la FAO para América Latina y el Caribe, a position held since November 2025. Prior experience includes roles as Gerente Regional for Mexico and Central America at CAF, Advisor to the Executive Director at The World Bank, Senior Consultant on environment and climate change, and Ambassador of Bolivia to Uruguay and MERCOSUR. Orellana Halkyer has contributed significantly to climate resilience and development policies in Bolivia during tenure as Minister of Development Planning. Academic qualifications include a PhD in Law from the University of Amsterdam and multiple master's degrees from FLACSO in Energy and Environmental Policy and Management and Economics of Climate Change, alongside a licentiate degree in Sociology from Universidad Mayor de San Simón.
