Previously, James held the position of General Counsel at The Port of Virginia from May 2014 to July 2017, where responsibilities included leading the Legal Affairs Division and overseeing various legal and risk management functions. Earlier in their career, James was an Assistant Attorney General in the Office of the Attorney General of Virginia from January 2011 to May 2014, providing legal counsel to state agencies in the Education and Transportation Sections. James earned a Bachelor of Arts in Foreign Affairs and History from the University of Virginia and a Juris Doctor from William & Mary Law School. Additionally, James completed executive education in Financial Management at UVA Darden School of Business and a Mini MBA for In-House Counsel at Boston University's Questrom School of Business.
