Jim Loo

Jim Loo, PE, MBA, CCM, PMP, CFM, LEED Green Associate, currently serves as a Construction Manager at Freese and Nichols, overseeing the Harris County Precinct 2 - Stormwater Drainage Improvement Program. Loo is also involved as a board member for Empowering Communities through Humanitarian Outreach and Harris County Municipal Utility District No. 163. Previous experience includes roles such as Project Manager at CDM Smith, Civil Engineer and Project Manager for the Harris County Engineering Department, and various civil engineering positions with KBR, Inc., the US Navy, and as an intern at Arup. Loo holds a Bachelor's Degree in Civil Engineering from Texas A&M University, an MBA in Finance from the University of St. Thomas, and has completed Graduate Systems Engineering courses at Texas Tech University.
