Sebastian Kaplan

Sebastian Kaplan has extensive work experience in various roles related to government affairs, public policy, and legal affairs. Sebastian is currently serving as the VP of Government Affairs at Liberty Latin America, starting in 2023. Prior to this, they worked at Meta as the Head of Connectivity & Economic Policy for Latam and Caribbean from 2019 to 2023, and as the Public Policy Manager for the same region from 2019 to 2022. Before that, they worked at Millicom as the Director of Regulatory Affairs for LATAM from 2016 to 2019. Sebastian has also held positions at Groupon as the Regional Legal Director for LATAM in 2015, at Claro Argentina, Uruguay & Paraguay as the Regional General Counsel for Legal, Regulatory & Governmental Affairs from 2012 to 2015, and at Marval, O'Farrell & Mairal as a Senior Associate from 2000 to 2012.

Sebastian Kaplan holds a Juris Doctor (J.D.) degree in Law from Universidad Nacional de Rosario, which they obtained from 1990 to 1996. Sebastian also pursued further education at Northwestern University, earning a Master's Degree in Law from the Pritzker School of Law in 1998-1999. During the same period, they completed a Certificate in Management from Northwestern University's Kellogg School of Management, focusing on Business Administration and Management.
