Kenney, III, at the Court of Special Appeals of Maryland from September 2004 to August 2006. James holds a Juris Doctorate from the University of Maryland School of Law and a Bachelor's Degree in Political Science from Dickinson College, complemented by foundational education at The Boys' Latin School of Maryland.
