Frances A. Woodward

Frances A. Woodward is Senior Vice President, Chief Legal Officer and Corporate Secretary for Gateway Health Plan®, LP and its subsidiaries (“Gateway”).

In this role, Ms. Woodward is responsible for the strategic leadership and oversite of all legal, privacy, government and community affairs teams and functions at Gateway.

Ms. Woodward has over twenty years of health insurance industry experience including healthcare joint ventures and corporate transactions, government programs, healthcare delivery and vendor relationships, as well as corporate governance, private equity and other financing arrangements. Ms. Woodward has held leadership positions at various health insurance related entities during her career, including as the SVP, General Counsel and Secretary of Bravo Health, Inc., as an Associate Deputy General Counsel at Independence Blue Cross, and as a Regional General Counsel for Health Net, Inc.

She holds a Juris Doctor degree from Drake University School of Law (Des Moines, Iowa), a Master of Arts degree in Journalism and Mass Communication from Drake University (Des Moines, Iowa) and a Bachelor’s Degree in Political Science and History from Augustana College (Rock Island, Illinois).

Ms. Woodward is admitted to practice law in the Commonwealth of Pennsylvania and the United States District Court for the Eastern District of Pennsylvania and is a member of the Allegheny County Bar Association and the Association of Corporate Counsel.
