Chuck Loy

As a Principal at GDS Associates, Chuck has more than 25 years of experience in public utility regulation, financing and management. He plays a key role in the GDS rates and regulatory energy and water practices. Chuck provides clients with a perspective built on his past experience as a rates and regulatory manager with water, wastewater, and gas utilities. He help’s rate case teams meet their filing goals and deadlines. Additionally, Chuck has “hands on” practical experience actively managing rate cases and providing regulatory support for utility acquisitions and business development projects.

Chuck has been an active participant in more than 60 water, wastewater and gas rate cases. His experience covers areas of expertise such as determining revenue requirements, cost of service/rate design, lead/lag studies as well as the development and filing of entire rate filing packages.

Chuck has participated in a number of water, wastewater, and gas IOU acquisitions. He offers clients financial due diligence and regulatory risk assessments to assist in the determination of reasonable valuations for acquisition targets.

Furthermore, Chuck provides business development support services which includes master planned communities, plant expansion analysis, strategic planning and service area expansions.
