Samantha Horner MBA, PMP, POPM has over 10 years of experience in program and project management. Samantha began their career in 2009 as a Financial Analyst at Barling Bay. In 2012, they joined SPAWAR as an Operations Manager and Business Operations. From 2016 to 2017, they were the Chief Operating Officer at Concept to Integration Technologies, LLC. From 2017 to 2021, they were a Project Manager at Concept to Integration Technologies, LLC, providing support for the Defense Health Agency (DHA) Solutions Delivery Division (SDD). In 2019, they joined George Consulting, LTD as a Project Manager, providing Project Management for the Marine Corps Business Operations Support Services (MCBOSS) Enterprise and leading a team of engineers in developing a Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Cloud Brokerage Application for the USMC. In 2021, they joined Favor TechConsulting, LLC (FTC) as an Agile Program Manager, providing program management, support, and oversight to diverse, large-scale information technology projects at the U.S. Department of Homeland Security (DHS).

Samantha Horner obtained their MBA from The Citadel in 2011, majoring in Business Administration. Samantha obtained their Business degree from Stockton University in 2009, majoring in Marketing. In 2021, they obtained their Registered Yoga Teacher (RYT-200) certification from Yoga Alliance-International Registry. In April 2021, they obtained their SAFe POPM certification from Scaled Agile, Inc. and in May 2015, they obtained their PMP certification from the Project Management Institute.
