Ingrid-Gabriela Hoven, born in Setterich in 1960, studied economics and political science at the Justus Liebig University in Gießen and at the Université Paris IX / Dauphine. After graduating, she worked as a research assistant at the Chair of Development Economics. She then completed post-graduate training at the German Development Institute in Berlin.
From 1986 to 1990 she was a consultant in the Federal Ministry for Economic Cooperation and Development (BMZ), responsible for bilateral development cooperation with Zambia, Mozambique and Swaziland. Between 1990 and 1995 she worked for the German Society for Technical Cooperation (GTZ), first as a government advisor for the national planning secretariat and the Ministry of Finance in Guatemala, then as a specialist planner in the “Economic and Social Policy, Law and Public Administration” department at GTZ - Headquarters in Eschborn.
After returning to the BMZ, she held various positions. In 1999 she became head of the Environment Department and served on the Executive Board of the Global Environment Facility. As head of the “Planning and Principles of Cooperation with Countries and Regions” sub-department, from 2003 she promoted, among other things, central reform processes in bilateral development cooperation and the realignment of development cooperation portfolios in emerging countries. During this time she was also the BMZ's Latin America representative. Three years later she became head of the department “Bilateral Development Cooperation with Asia and Latin America, United Nations, Peacekeeping, Human Rights and Good Governance”.
From 2010 to 2014 she represented the Federal Government on the Executive Board of the World Bank Group. During this time, she promoted the anchoring of climate and sustainability goals in the World Bank's new reform course. After her return to the BMZ, she first became the commissioner for climate policy and finance and later became head of the “Global Future Issues” department with a focus on displacement and migration, governance, climate protection and sustainability. In this role she represented the BMZ in the steering committees of the Global Fund (GFATM), the Global Vaccine Alliance (GAVI), the Green Climate Fund and the Global Center for Adaptation.
Ingrid-Gabriela Hoven is a member of the scientific advisory board of the “Development and Peace” foundation and the Insurance Development Forum.
Ingrid-Gabriela Hoven is married and has one son. She lives with her family in Bonn.
