Julie Crowley

Julie Crowley currently serves as the High Commissioner of Canada for Rwanda and previously held the position of Chargée d'affaires at the Office of the High Commission of Canada in Kigali. With extensive experience in international relations, Crowley has been the Regional Director for West and Central Africa at the International Development Research Centre (IDRC) and has held various roles within Global Affairs Canada, including Head of Office in Kigali and First Secretary at the Embassy in Addis Ababa. Crowley’s career also includes positions as Political Counsellor in Kinshasa and First Secretary in Harare. Academically, Crowley possesses a Master's degree in International Relations with a focus on the environment, as well as a Bachelor's degree in Laws and a certificate in Journalism, all earned from Université Laval and UQAM.
