Currently serving as Chief of Staff at the Global Policy Leadership Academy, Kestner previously held the position of Senior Principal at LeSar Development Consultants. Kestner's extensive experience includes significant roles such as Chief Deputy and Deputy Director of Housing at the Virginia Department of Housing and Community Development, as well as Deputy Secretary of Health and Human Resources for the Commonwealth of Virginia. Kestner began a career at the Council of Community Services as President, contributing to the organization from 2000 to 2012. Educational qualifications include a Master's degree in Social Work from Virginia Commonwealth University and a Bachelor's degree in Sociology from Emory & Henry University.
