Great Plains Institute
Louise Miltich is an accomplished executive with extensive experience in energy regulation and environmental science. Currently serving as the Executive Vice President at the Great Plains Institute since April 2024, Miltich previously held the position of Assistant Commissioner of Regulatory Analysis at the Minnesota Department of Commerce from November 2019 to April 2024, where oversight included the Minnesota Public Utilities Commission and various stakeholders on critical regulatory matters. Prior to this, Miltich directed energy programs and staff in environmental review for energy infrastructure at the Minnesota Department of Commerce. Miltich's career began as an Environmental Scientist at Barr Engineering, assisting clients with environmental compliance, following research roles at Penn State University that focused on climate change models. Miltich holds a Master’s degree in Geosciences and a Bachelor’s degree in Economics and Geology from Penn State University and Carleton College, respectively.
