Chief Administrative Officer (cao) at Halifax Regional Municipality

Cathie O'Toole has a strong background in municipal government and utilities. Cathie currently holds the position of Chief Administrative Officer (CAO) at Halifax Regional Municipality, starting in January 2023. Prior to this role, they served as the General Manager at Halifax Water from June 2019 to January 2023. Cathie also held the role of Director of Corporate Services/CFO at Halifax Water from April 2011 to June 2019. Before joining Halifax Water, they worked at Halifax Regional Municipality, where they served as the Director of Finance/CFO from December 2008 to April 2011 and as the Director of Infrastructure & Asset Management from October 2007 to December 2008.

Cathie O'Toole holds a Master of Business Administration (M.B.A.) degree from Laurentian University/Université Laurentienne. Cathie also has a Bachelor of Arts (BA) degree in English Language and Literature from Dalhousie University. Furthermore, they completed a Foundation Year Program at the University of King's College. In addition to their degrees, they obtained certifications such as being a Chartered Professional Accountant from CPA Nova Scotia and a Certificate in Business Information & Technology from Nova Scotia Community College. Cathie also pursued professional development by obtaining the ICD.D designation from the University of Toronto - Rotman School of Management.
