Dr Robert Owen

Dr. Robert Owen is a highly experienced healthcare professional currently serving as an Advisor to the Managing Director and Chief of Major Incident Preparedness and Resilience at Hamad Medical Corporation since August 2009. In this role, Dr. Owen oversees major incident preparedness and business continuity for Qatar's leading healthcare provider while also chairing the Covid-19 Tactical Command Group. As Chief Executive Officer of the Ambulance Service, accountability is held for four national services with a substantial budget and workforce, responding to a significant volume of emergency calls. Additionally, Dr. Owen holds the position of Honorary Professor at the University of East Anglia and has an extensive background in research and clinical development from previous roles in various organizations, including the University of Manchester and Surrey Ambulance Service NHS Trust. With a Doctor of Philosophy in Medicine and Health Service Research from the University of Manchester, Dr. Owen’s academic and professional journey highlights a commitment to advancing healthcare delivery and emergency medical services.
