Toni M. Turner has extensive experience in special education, serving in various roles over the years. Beginning as a Special Education Teacher at Hampton City Schools in 2005, they later transitioned to Suffolk Public Schools in 2008, where they took on roles such as Special Education Inclusion Teacher, Transition Specialist, Educator, Case Manager, and Alternative Education Special Education Teacher. In 2017, they became an ISAEP/GED Special Education Teacher before returning to Hampton City Schools in 2022 as a Special Education Inclusion Teacher, Case Manager, and Instructional Lead.

Toni M. Turner holds a Doctor of Education (EdD) degree in Educational Leadership with a specialization in Curriculum and Supervision from the University of Phoenix. Toni M. also obtained a Master of Education (MEd) degree in Educational Leadership and Administration from Hampton University, as well as a Bachelor of Science (BS) degree in Public Administration from Virginia State University. Additionally, they completed coursework in Educational Management at Hampton University in 2012-2013 and earned a Master of Arts (MA) degree in Educational Leadership and Administration in 2009-2010 from the same institution. In 2018, Toni M. Turner obtained a Postgraduate Professional License from the Virginia Department of Education.
