Ann Copeland is a seasoned project manager with over two decades of experience in engineering and project management. Currently serving as a Project Manager at HRSD since October 2000, Ann has previously held engineering roles at the City of Poquoson and the City of Hampton, as well as a project engineer position at Smith, Demer, Normann from 1994 to 1998. Educational qualifications include a Bachelor's degree in Civil Engineering from Virginia Tech College of Engineering and a Master's degree in Environmental Engineering from Old Dominion University.

Welcome. Since HRSD's inception, there has been one overriding mission -- to protect public health and the waters of Hampton Roads by treating wastewater effectively. HRSD returns treated effluent to nature in a way that will continue to nurture our water's delicate ecosystems. HRSD's workforce of scientists, engineers, water quality professionals and other staff know they must be sensitive to the needs of people and also be sensitive to the plants and animals who rely on our ability to protect their habitats.
