Jay Bernas, PE, serves as the General Manager and CEO of HRSD, overseeing wastewater services for 1.9 million residents in Southeast Virginia since September 2005. In previous roles, Bernas led four divisions within the Finance Department, managed infrastructure planning as Chief of Planning and Analysis, and held significant board positions including Trustee at VML/VACo Finance and Board Member at the National Association of Clean Water Agencies. Bernas contributed to the Virginia Board of Accountancy, emphasizing CPA regulation and consumer protection, and served as Chairman for both St. Gregory's the Great Catholic School and the City of Virginia Beach Planning Commission. An MBA graduate from the Raymond A. Mason School of Business at William & Mary, Bernas also holds a BS in Civil Engineering with a focus on hydraulics and water resources from Old Dominion University.

HRSD returns treated effluent to nature in a way that will continue to nurture our water's delicate ecosystems. HRSD's workforce of scientists, engineers, water quality professionals and other staff know they must be sensitive to the needs of people and also be sensitive to the plants and animals who rely on our ability to protect their habitats.
