Phil Hubbard

Project Manager at HRSD

Phil Hubbard has extensive experience in project management and engineering, currently serving as a Project Manager at HRSD since November 2007, where responsibilities include overseeing the South Shore Design and Construction projects. Additionally, as a Special Assistant for Compliance Assurance, Phil provides strategic direction for consent orders initiated by HRSD in collaboration with the Virginia Department of Environmental Quality and local service satellites. Prior to HRSD, Phil worked for the City of Virginia Beach Department of Public Utilities for over two decades as Engineer V, managing an extensive wastewater collection system comprising approximately 1500 miles of gravity sewer and 400 pumping stations. Phil holds a Bachelor of Science in Civil Engineering from the Virginia Military Institute and completed a program at UNC Kenan-Flagler Business School in 2010.
