Douglas J. Sale has a strong background in law, with a focus on local government, community redevelopment, public finance, and land use law. Douglas J. co-founded the law firm Harrison Sale McCloy in 1975, where they currently serve as a shareholder and lawyer. Additionally, they have held positions as City Attorney for the City of Panama City Beach, Florida since 1981, General Counsel for the Bay County, Florida Tourist Development Council since 1990, General Counsel for the First Florida Governmental Financing Commission since 2001, and General Counsel for the Panama City Beach Community Redevelopment Agency since 2001. Douglas J. also served as General Counsel for the Panama City Beach Convention and Visitors Bureau from 1998 onwards. Prior to these roles, they worked as Medical Staff Counsel and later became General Counsel for Bay Medical Center, a Florida Special District, from 1985 to 2004.

Douglas J. Sale began their education by attending Vanderbilt University from 1969 to 1972. During this time, they pursued a Bachelor of Arts in Political Science and graduated with honors, magna cum laude. Douglas J. then continued their studies at the University of Florida, where they attended from 1973 to 1976. There, Douglas completed their legal education and obtained a Doctor of Law (JD) degree with honors.
