Amy Lipley Msc

Amy Lipley MSc is currently serving as PMO Manager at Harlow Council since July 2025. Concurrently, Amy holds roles as Community & Engagement Trustee for Bi Pride UK and Trustee for Hope for African Communities, both starting in January 2024 and October 2023, respectively. Previously, Amy worked at Basildon Borough Council from August 2021 to August 2025 as Senior Policy and Insights Officer, where leadership in policy functions and authorship of the Council’s Corporate Plan 2025-26 was notable. Earlier experience includes a role as Policy and Insights Officer, contributing to strategic and corporate policy development. Amy completed the National Graduate Development Programme for Local Government as a National Management Trainee between October 2020 and July 2021. Academic qualifications include a Master’s degree (MSc Human Rights) from The London School of Economics and Political Science and a Bachelor of Arts (BA Hons) in American Studies from the University of Kent, along with participation in a non-degree programme at the University of South Carolina.
