Phil Ambrose began their career in 1992 as a Search K9 Handler for the Los Angeles County Sheriff's Department. In 1994, they gained additional experience at UCLA Environment Health & Safety/University of California Davis/Amgen. In 2001, they joined the Glendale Fire Department as a Battalion Chief, directing a regional 911 dispatch center serving 13 agencies and 800k residents, managing a 25-member team, 4 functions, and all related stakeholder agreements. Phil also built and maintained strong working relationships with engaged jurisdictions while leading emergency management and incident response as needed. In addition, they served as the Paramedic Fire Captain, HazMat Specialist, and Emergency Manager, leading the daily emergency response operations and directing policy development and adherence, budget management, resource allocation, and recruitment. In 2011, they established and began to lead HazSim LLC, a Professional Training business that serves government agencies, private industries, first responders, and hazmat workers through the development and commercialization of real-time simulation solutions. Phil has secured 3 domestic patents for company simulations and 3 trademarks to protect business interests.

Phil Ambrose attended Loyola High School of Los Angeles from 1984 to 1988. Phil then went on to obtain an Associate's degree in Paramedic from El Camino College. After that, they attended Loyola Marymount University from 1988 to 1993 and obtained a BS in Mechanical Engineering. In June 2020, they earned a Lean Six Sigma Black Belt (ICBB) certification from Glendale Community College.
