Steve Cotillo

Steve Cotillo currently serves as the Director of Tax Services at HCM Unlocked. Steve has over thirteen years of experience in payroll and payroll tax operations, management, and consulting.

Steve began their career in 2007 as a Payroll Supervisor of Operations at CACI, Inc. Federal. In this role, they supervised a team of eight payroll processors and one payroll administrator responsible for the payroll of 14,000+ employees across 22 corporate entities. Steve was responsible for reviewing and approving all payroll and payroll tax journal entries, monitoring changes in payroll procedures and taxes, and reconciling the payroll accrual account on a monthly basis.

In 2010, Steve left CACI to become a Payroll Consultant with MSH Talent Solutions/Now Optics LLC. In this role, they were responsible for managing data management activities and front-end payroll processing within an outsourcing, managed services environment. Steve ensured compliance with current government regulations, completed required government reporting for payroll, and oversaw the accuracy of payroll taxes and government reporting. Steve also established and implemented payroll policies and procedures, internal process guidelines, etc.

In 2020, Steve joined HCM Unlocked LLC as their Director of Tax Services. In this role, they are responsible for leading the Tax Services team in providing expert guidance and support on all tax-related matters to our clients. Steve also manages our relationships with external payroll tax service providers and works closely with our compliance team to ensure that our clients are up-to-date on all tax law changes.

Steve Cotillo has an Associate of Arts and Sciences in Accounting and Finance from Prince George's Community College.
